Amohia Stormwater Upgrades: Delivering Community-Wide Benefits

Local Government Projects
The Project
Paraparaumu stormwater catchment has a history of property flooding issues during heavy rainfall. Kāpiti Coast District Council engaged Vecta to develop and implement a programme of works to address catchment-wide flooding. Our team developed a masterplan of upgrades to be delivered in three phases, with approximately 2.8 kms of stormwater improvements. Vecta’s scope included detailed design of the overall system, support for competitive procurement through GETS, monitoring of construction works as Engineer to the Contract and site representatives, and close-out works.

What We Did
The project was complex and along high-volume traffic corridors within the Paraparaumu CBD. Stage 1 involved precise design of a large (Ø1050- Ø1600) stormwater pipe through challenging urban conditions. Operating in difficult ground conditions, with 5m deep trenches, high groundwater levels, and dense utility networks, our site engineering team provided agile, real-time technical decision making to resolve constructability challenges. Working in close partnership with the Council we designed a new slip lane, pedestrian crossing, footpath, and developed public green spaces. Furthermore, we converted an under-utilised construction staging area into a permanent public car park with 47 parking spaces, dedicated accessible and motorcycle bays, streetlighting, pedestrian paths, signage, and perimeter barriers.
The Outcome
Originally scoped for stormwater improvements, the Amohia Stormwater Upgrades project grew into a comprehensive infrastructure delivery for Kāpiti Coast District Council. Vecta successfully expanded its engineering scope to integrate major transportation, pedestrian, and parking upgrades alongside core three waters works. This integrated delivery approach maximised the Council’s investment, delivering a resilient stormwater network while simultaneously enhancing local traffic flow, urban accessibility, and public amenities through one seamlessly managed contract.
